around head, where bottom of hat will lay.
And, from top eyebrows to bottom of back hairline.
Rememeber, hats will stretch an additional couple of inches.
Newborn: Head Circumference 13"-14"
Baby 3 to 6 months: Head Circumference 14"-17"
Baby 6 to 12 months: Head Circumference 16" - 19"
Toddler 12 months to 3 years: Head Circumference 18" - 20"
